Speaking at the groundbreaking ceremony in Ughelli, Oborevwori said the flyover represents a major milestone in his administration’s infrastructure renewal drive, aligned with its agenda of prudent resource allocation, durable road construction and the opening up of urban and rural corridors for inclusive growth.
He explained that Ughelli’s status as a historic commercial and educational hub has led to rapid population growth, exerting immense pressure on its road network, particularly at Otovwodo Junction along the East–West Road and adjoining routes. According to the governor, the junction had become notorious for gridlock, costing commuters several productive hours daily, a situation he said he had personally experienced.
As a stopgap measure before the flyover, Oborevwori disclosed that his administration constructed alternative routes—including Uduere Street, Okogbe Street, Oru Street, Edo Street and Royal Avenue linking Agbarha-Otor Road—at a cost of nearly ₦6 billion to ease traffic flow.
He said the project, awarded to Julius Berger Nigeria Plc, has a completion timeline of 12 months, stressing that the deadline is non-negotiable due to the strategic importance of the junction. The governor added that the flyover would comprise a multi-span reinforced concrete bridge with dual carriageways, roundabouts and associated roadworks connecting the East–West Road to other arterial routes, aimed at easing congestion, reducing travel time, improving safety and boosting economic activities.
Oborevwori also highlighted the project’s job creation potential, noting that it would generate thousands of direct and indirect jobs across the construction value chain. He appealed to residents to be patient and comply with traffic directives during the construction period.
Reaffirming his commitment to transparency and accountability, the governor assured that the state would continue to execute major projects without borrowing. He added that several completed projects across Delta were awaiting commissioning, with more to be flagged off in 2026 under the Renewed Hope for MORE Agenda.
Earlier, the Managing Director of Julius Berger Nigeria Plc, Engr. Peer Lubasch thanked the state government for the confidence reposed in the company, describing the contract as a validation of its technical expertise and long-standing partnership with Delta State. He said the 15-span flyover would feature a dual carriageway, connecting roads, specialised drainage systems and solar street lighting. He assured that the project would be delivered on schedule and to global standards.
After the ceremony, Oborevwori paid courtesy visits to the Ovie of Ughelli Kingdom, HRM Wilson Ojakovo Oharisi III, and Chief Morrison Olori, founder and Chairman of Ukodo Nation, where he reiterated that he is governor for all Deltans.
In their remarks, Chairman of Ughelli North Local Government Council, Hon. Jaro Egbo, and the ‘Otota’ (spokesman) of Ughelli Kingdom, Chief Peter Akpofure, commended the governor for initiating what they described as a transformative and long-overdue project, while appealing for additional internal roads and complementary infrastructure.
The event drew a large crowd, including the Speaker of the Delta State House of Assembly, Rt. Hon. Emomotimi Guwor, Delta APC Chairman, Elder Omeni Sobotie, members of the National Assembly, Hon. Francis Waive and Hon. Ngozi Okolie; top government officials, traditional rulers, community leaders and residents, who hailed the flyover as a decisive step toward ending Ughelli’s traffic challenges.
