Chairman of the Conference of Speakers of State Legislatures of Nigeria, Emomotimi Dennis Guwor, has called for stronger collaboration with Konrad-Adenauer-Stiftung (KAS) to enhance fiscal reforms and security governance at the state level.
Guwor made the appeal during a workshop on the New Tax Acts of 2025 and legislative roles in security governance, held in Lagos, where he also commended KAS for its sustained support to Nigeria’s State Legislatures.
Speaking on behalf of the Conference, the Delta State House of Assembly Speaker described the workshop as timely and strategic, noting that it provides lawmakers with the opportunity to better understand evolving fiscal policies and strengthen oversight of public finance and security systems.
He emphasized that State Houses of Assembly, as institutions closest to the people, play a crucial role in translating national reforms into practical laws that improve citizens’ welfare, boost internally generated revenue, and address emerging security challenges.
Guwor acknowledged KAS’s longstanding contributions to legislative development in Nigeria, highlighting initiatives such as legislative strengthening programmes, institutional support engagements, and the harmonization of Standing Orders across State Assemblies—an effort he described as a landmark achievement in improving legislative efficiency.
He also welcomed the KAS Country Director, Moritz Sprenker, expressing optimism about a productive and impactful partnership under his leadership.
While appreciating past interventions, Guwor urged expanded engagement in key areas, including legislative capacity building, fiscal governance, digital transformation, constitutional reforms, and citizen-focused legislative services.
He reaffirmed the commitment of the Conference of Speakers to sustaining its partnership with KAS in advancing democratic governance, institutional development, and legislative effectiveness across Nigeria.
The Speaker concluded by congratulating the organizers and wishing participants fruitful deliberations.
